According to the local, an ancient creature called 7 head dragon was appeared and help the local to defeat the enemy and spread out pearls. Lastly, the pearls fall down from the sky into the sea and turn into thousand islands surrounding the Halong bay.

there are 4 main way to transfer Hanoi to Halong bay. You can by private car, train, bus, and rental taxi/car that only spend 3 hours of journey only. But if you drive private car that will cost you USD85 per car trip or USD 150 for 2 days 1 night.
